I agree.
All these governments and organisations claim to be 'democratic'.
Democracy can be only a label, of course.
The degree to which it is actually implemented is to be judged on a continuous spectrum.
By the way, the utopian ideals at the good end of this spectrum would probably not democratic, but something like everyone is fruendly to eachother without being forced to, but in this real present world, we have to be glad, if there is some bottom-up control in place of would be tyrants.
