vpn access is blocked, but i2p still works? Wouldn't i2p be a bigger vector for shenanigans than someone using a vpn? I suppose it's all the same to me, but a lot of people just leave their vpn on all the time as default.

The thing to remember when chosing sides is that you know you can't trust those you trust, and in that you can trust at least that you can't trust those you can't trust, you have a little bit of ground, and from there you can look at the motivations to gain traction, and from there a little leverage, and from there a place to stand.
