Let us consider the etymology of "blog" as it originates from "weblog" which is a log that is publicly posted onto the public web of Internet pages. Instead of individuals posting their blogs onto the big-tech blog services (the mainstream social media), individuals are able to host their own blog service and federate their Internet services on a voluntary basis. The goal of the Fediverse is to connect (federate) individual Internet services, services that are mostly personal blogs. So yes, it is about connecting with friends with the distinction of having no requirement to join the big-tech blog services.
