For programming :making a single app, and servers from scratch, and troubleshooting
as for cloud: to keep your job.

I don't know what cloud engineering is. It most probably is bullshit. You can't call yourself an engineer without having an engineer's degree or get a certificate from official bodies. There's no such thing for "cloud engineering". It probably is just a fancy name for system administrators.

Systems administration isn't the same discipline as systems analysis and system design. Administration is merely maintaining the system that is in place. Anybody can call themselves an engineer. You don't need an engineering licence to apply engineering techniques to systems analysis and systems design. What you can't do is solve engineering problems for physical infrastructure, hold no valid engineering licence, and have your engineered solutions recognised by the authorities.
