There is a whole multi-billion dollar industry built around software that will never be finished. Just look at Adobe Creative Cloud and Microsoft 365. They operate on the "subscribe to use" and/or "subscribe for updates" business model, which strongly discourages the finishing of software. If the software were finished, they would not have any more updates to provide, and users would stop paying. To ensure their own survival, they are incentivized to release unfinished software so that their customers would continue to pay $$ in hopes of getting an updated version.
