They haven't even finished standardizing R7RS (large) yet. Also why would you want to upgrade to something without knowing what it is. It could be ``upgraded'' to be literally anything such as R7RS being a major regression R6RS. ))

Why is R8RS even necessary? If Scheme is so minimal and beautiful, there is nothing left to add or remove. Why do we even need these new standards?

No, Common Lisp is a proto R7RS-large.

According to the R7RS-large working group:

The relative sizes of the languages are approximately thus: R4RS < R5RS < R7RS-small < R6RS < Common Lisp < R7RS-large.

The time interval between R7RS and R8RS will be longer than any other RnRS thus far. The current standard (R7RS small + large) is not even finished.

The answer is in the practicality for the developers who use Scheme. R7RS-small is that minimal language that is practical for many small-scoped use cases. R7RS-large is for everybody else who desires a big practical standard library for Scheme.
