For programs that are more than one file, it is better to replace “this program” with the name of the program, and begin the statement with a line saying “This file is part of NAME”. For instance,

This file is part of Foobar.

If you haven't done so the last time, switch all your projects from (A)GPLv3+ to (A)GPLv3 exactly, since a subverted GPL published swiftly after an FSF takeover is the obvious endgame.
