I realize a lot of things have changed in the OS world since the early 90s, but Lisp Machine Lisp is still a thing that already exists as a guide for implementation. uLisp, also exists as a Lisp that will talk to ARM and now RISC-V hardware at a low level. It just seems like if the UNIX-WINDOWS world were that incongenial, there would be at least enough substrate for some talented hackers to grab the Chine ual and see what they could do with, say a Raspberry Pi.
