The workers not owning capital (the means of production) is the *communist critique* of capitalism (note that this doesn't hold up in many Western countries like the US.) Communism (global democracy or the dictatorship of the proletariat) is offered as a *solution* to this problem but owning the means of production isn't communist itself, otherwise the weaker form of capitalism in the US where workers can acquire capital would be considered communism.
