Is the open source movement ever considered political?

Does it get pressure/cointelpro'ed for being a potential threat to the future of the established world systems of tax farming, or is it just seen as a small if sometimes elite group of computer cultists?

I don't understand the first thing about this, but thought I'd ask here just as bit of discussion seems to be what's afoot.
