Well if you imagine time as the real number line you will notice that between any two real numbers lie an uncountably infinite number of real numbers, and further there are a countably infinite number of rational numbers. The typical punishment is that every rational number in G-d's preferred unit of time must be spent in hell. This may sound bad, but you still spend infinitely more time in heaven so really he's giving us a pretty good deal. The other thing is that of course you can't change the cardinality of a set by multiplying or adding to it so repeat offences don't really change sentencing ever, and pretty much everyone has to do this.
