Development of better missle defense technologies should be allowed, nuclear warheads forbidden.

Example safe disarmament technology idea:
- calculate trajectory of intercontinental nuclear missle
- lauch interceptive missle
- when getting closer, fire second rocket stage (with further small rockets for corrections) to match speed of missle closely (double acceleration perhaps possible due to only half as heavy rocket)
- on board have: metal saw; a kind of me metal frame to attach itself to the warhead with wheels to rotate the position on the cylinder; x-ray scanner to determine the position and orientation of the two lumps of nuclear material
- once in position metal saw (or laser) cuts through the warhead to safely seperate the two subcritical masses
- perhaps additionally parachutes can be attached to safely land all the components...
