Meh, it encourages looking at the thread list. Also unlike reddit and 4chan it means you have one thread per topic instead of the same beginner question coming up every other day (except the "what does vip do" threads.)

Someone has leaked the place to a bunch of children. They don't know the 5-year-old meme, they're not VIP and they seem to care only about increasing their post count by bumping old threads with uninteresting words.

That's how these things usually go down. People like to call small boards "dead" but usually they are just dormant. As soon as someone starts posting again, it erupts with a flurry of activity from the lurkers who kept checking back.
