If you are referring to textboard.org I think it is impressive too. However, it lacks what some would call "meme arrows", but are really just triangle brackets used to quote text. Example: a line starting with ">implying" looks like this:

implying

The bracket is replaced with HTML markup and spacing. The problem is, when you copy a post or thread from this site to a text editor then save the .txt file the quoted text or "meme arrow" text becomes indistinguishable from normal text in the plain text file. If there was a way to switch between triangle bracket greentext mode and HTML markup only quotation mode that would be neat too.

P.S. New informational message seen at https://web.archive.org/save/https://m.youtube.com/watch?v=WUfNX15YXlA in Sun Jul 11 20:33:~05 2021 UTC:

It may take a few days for YouTube videos to become available for playback.

It's a matter of writing a trivial userscript.

You can kind of do it without JS even, this css does it but adds an unnecessary linebreak:
blockquote::before {

content: ">";

}

You can do it with CSS but >>19 wanted to be able to select the angle bracket and CSS won't allow it.
>>19
In text browsers quoted text is indented btw.
