Most project have them. If you think something having a makefile disqualifies it from being a C program, delete all makefiles on your PC right now and then try to compile these programs.

They vehemently deny they compile LISP to C, use C-based LISP interpreters/compilers, or rely on C libraries, while denigrating C as language. They're like children pretending they're in control and their fantasy is as real as the world around.
