I recommend solving a lot of tsumego.

Why? The book recommended by >>6 is probably the best place to begin.
Once you've gotten some grasp of the rules, start playing.
The KGS Go Server used to be a great place to find other novice and intermediate people eager to play. Haven't stopped by in years, though.
Heard good things about Pandanet IGS, too, and heard that the level of play is much higher there.
